If a person who is bitten is legally on the premises where a dog bite or dog attack occurred, the owner is legally responsible for the dog bite. Under California law, a dog that bites is the absolute responsibility of its owner. This means that the owner is strictly liable for the dog bite. 

If you are a victim of a dog bite accident you can recover from the person whose negligence caused the attack, a person who violated a leash law or a law prohibiting dogs from “running at large,” and a person who kept a dog, despite knowing that the dog had a history of causing harm.

Furthermore, if a dog owner also owns a home, the liability of the dog attack may be covered by the homeowners’ insurance.
